On page 2, beginning on line 33, after "persons" strike all material through "tenants" on line 34 and insert "are not a tenant or tenants and have not been a tenant or tenants for the last twelve months"

EFFECT: The person must not have been a tenant on that property for the preceding 12 months instead of never having been a tenant.
