On page 1, line 2 of the title, after "behavior;" strike the remainder of the title and insert "adding a new section to chapter 7.21 RCW; and creating a new section."

EFFECT: Provides that the prohibition on the use of juvenile detention as a remedy for contempt of a valid court order does not apply in any county which does not have a secure crisis residential center or HOPE center within 25 miles of its county courthouse with an average daily occupancy rate of no greater than 75 percent.
