On page 2, after line 29 of the amendment, insert the following:

"(6) A BIAS provider may not allow for the completion of any online retail transaction without opt-in approval from the customer for each attempted transaction."

EFFECT: Requires opt-in approval of the customer for each attempt in order to allow completion of any online retail transaction.
