On page 9, after line 3, insert the following:

NEW SECTION.  Sec. 8.  "A new section is added to chapter 41.58 RCW to read as follows:

No exclusive bargaining representative may receive dues or fees under this act unless the exclusive bargaining representative submits a copy of its collective bargaining agreement to the public employment relations commission for the commission to post on its public web site."

On page 1, line 2 of the title, after "fees;" strike the remainder of the title and insert "amending RCW 28B.52.045, 41.56.110, 41.59.060, 41.76.045, 41.80.100, 49.39.080, and 47.64.160; and adding a new section to chapter 41.58 RCW."

EFFECT: Requires exclusive bargaining representatives to submit a copy of its collective bargaining agreement to the Public Employment Relations Commission in order to collect union dues.
