Brief Summary of Second Substitute Bill

Background:

Joint Legislative Systems Committee.

The Joint Legislative Systems Committee (Systems Committee) overseas the direction of the information processing and communications of the Legislature and enforces the policies, procedures, and standards established. The Systems Committee consists of four members from each of the two largest caucuses of the House of Representatives and Senate.

Joint Legislative Systems Administrative Committee.

This Joint Legislative Systems Administrative Committee (Administrative Committee) manages the information processing and communications systems of the Legislature. The Administrative Committee adopts policies, procedures and standards around the information processing and communications systems of the Legislature. The Administrative Committee also establishes charges for services, equipment and publications provided by the legislative information processing and communications systems, approves strategic and tactical information technology plans, and provides guidance in operational matters required to distribute legislative information. The Administrative Committee must establish a Legislative Services Center (LSC).

The Administrative Committee consists of the Secretary of the Senate and one other Senate staff person, the Chief Clerk of the House of Representatives and one other House staff person, and the Code Reviser, who serves in a nonvoting capacity.

Legislative Services Center.

The LSC, also known as LEG TECH, must provide automatic data processing services, equipment, training, and support to the Legislature and Legislative agencies. The LSC may also provide services to agencies of the judicial and executive branches of state government and other governmental entities, and provide public access to legislative information. All operations of the LSC are subject to the general supervision of the Administrative Committee.

The Systems Committee employs a Legislative Systems Coordinator (Coordinator) that serves at the pleasure of the Systems Committee and is the executive and administrative head of the LSC.

Summary of Second Substitute Bill:

The Systems Committee is renamed the Joint Legislative Technology Committee. The Administrative Committee is renamed the Joint Legislative Technology Administrative Committee.

The LSC is renamed the Office of Legislative Technology Services, and the Coordinator is changed to Legislative Technology Director.

Second Substitute Bill Compared to Original Bill:

The second substitute replaces the name Legislative Technology Solutions Agency with the Office of Legislative Technology Services.

Effective Date of Second Substitute Bill: The bill takes effect 90 days after adjournment of the session in which the bill is passed.
