The home must be able to evacuate all residents from the home to a safe location in five minutes or less and nonambulatory residents are not allowed to live above the first floor of the home.

Summary of Bill (First Substitute): Residents who need assistance evacuating the adult family home to a safe location outside of the home, must have a bedroom on the floor of the home from which the resident can be evacuated to the designated safe location outside the home without the use of stairs, elevators, chairlifts, or platform lifts. As DSHS establishes the related rules, they must work in consultation with the largest organization representing fire chiefs in the state of Washington.
