(DIGEST AS ENACTED)

Requires the utilities and transportation commission to: (1) Regulate persons providing contract railroad crew transportation and contract crew transportation vehicles with respect to driver qualifications, equipment safety, safety of operations, hours of service by drivers, passenger safety, drug testing requirements, and record retention;

(2) Require insurance coverage for contract crew transportation vehicles that satisfies certain minimum amounts;

(3) Require the form and posting of adequate notices to advise railroad employee passengers of their rights, the opportunity to submit safety complaints, and contact information for the commission;

(4) Ensure that all drivers of contract crew transportation vehicles successfully complete commission-approved safety training; and

(5) Investigate safety complaints related to contract railroad crew transportation and take appropriate enforcement action.

Exempts the following from disclosure under the public records act: Personally identifying information included in safety complaints.
