Authorizes a local government to designate a creative district within its territorial boundaries subject to certification as a state-certified creative district by the state arts commission.

Authorizes the state arts commission to: (1) Create a process for review of applications submitted by local governments or federally recognized Indian tribes for certification of state-certified creative districts; and

(2) Appoint a coordinator.
