States that the growth management act does not preclude counties from authorizing inspections of on-site sewage systems to be conducted by a homeowner, a homeowner's family member, or a homeowner's tenant if he or she has completed certification requirements specified by the county.

Allows a county to rely on self-inspection of on-site sewage systems for the purpose of protecting the quality or quantity of surface or groundwater resources.
