Clarifies the ethics boards' authority.

Requires the executive ethics board's jurisdiction, with respect to an alleged violation, to be based on the statutes and rules in effect at the time of the alleged violation, with regard to the following: (1) Statewide elected officers and other officers and employees in the executive branch, boards and commissions, and institutions of higher education; and

(2) The activities of university research employees.
