Authorizes the registered owner of a vehicle that is subject to motor vehicle excise taxes to enter into a semiannual or a quarterly payment plan with the department of licensing for the amount of motor vehicle excise tax due if the amount of the motor vehicle excise tax due is two hundred dollars or more.
