EFFECT:   Specifies that the Energy Facility Site Evaluation Council (EFSEC) is granted the authority to develop and apply environmental and ecological guidelines in relation to ongoing regulatory oversight on matters related to siting of energy facilities. Specifies that the EFSEC may conduct hearings on operational conditions relating to siting of energy facilities.
