EFFECT: Delays the effective date to January 1, 2020, for provisions that: (1) Grant the court discretion to waive imposition of the mandatory minimum sentence for first-time impaired driving offenses, and modify the alternative penalties available on a second or third offense upon a showing of substantial risk to the offender's physical or mental well-being; and (2) provide that minor passenger enhancements in nonfelony impaired driving sentences apply for each minor passenger under the age of 16 and associated imprisonment must be served consecutively for each minor passenger.
