| EFFECT: Adds an additional option that cities may adopt to increase residential building capacity, related to identifying questions on the environmental checklist prepared pursuant to the State Environmental Policy Act that are adequately addressed by a locally adopted ordinance, development regulation, land use plan, or other legal authority, pursuant to RCW 43.21C.460.
