On page 3, beginning on line 29, strike all material through "(13)" on line 36 and insert "(11) For recording instruments, a three dollar surcharge to be deposited into the Washington state ((heritage center)) library-archives account created in ((RCW 43.07.129)) section 9 of this act until the financing contract is paid in full;

Renumber the remaining subsections consecutively.
| EFFECT: Removes the new two dollar surcharge, directs the three dollar fee currently deposited into the Heritage Center Account into the new Library-Archives Account. The Heritage Center three dollar fee expires when the financing contract debt service is satisfied.
