On page 12, after line 35, insert the following:

"NEW SECTION. Sec. 13. If specific financing for the certificate of participation for the library-archives building on section 2 of this act is not authorized by June 30, 2019, in the omnibus capital appropriations act, this act is null and void."

EFFECT: If alternative financing is not authorized in the 2019-21 Capital Budget the bill is void.
