| EFFECT: Amends the licensed manufacturer exemption to exempt the manufacture, sale, importation or transfer of a large capacity magazine by a manufacturer for the purpose of sale to any person who lawfully possesses a firearm for the purpose of lawful self-defense or defense of the state.
