On page 8, after line 18, insert the following:
"(c) The department shall not approve an inmate's participation in a postsecondary degree or certificate program if a license or other professional certification is required for employment and the inmate's conviction is prohibited under the licensing or certification requirements."
| EFFECT: Prohibits incarcerated persons from participating in postsecondary degree or certificate programs in which a license or professional certification is required for employment and the incarcerated persons' conviction is prohibited under the licensing or certification requirements.
