EFFECT: Adds to the Washington State Institute for Public Policy study on recidivism rates and postsecondary education completion rates post release, the cost of providing postsecondary educational programming at state correctional facilities and the availability of postsecondary educational funding for immediate family members of victims of aggravated first degree murder, murder in the first degree, and murder in the second degree.
