EFFECT:   Modifies the process for vacating a conviction under the bill. Removes language specifying that the court withdraw the guilty plea and enter a plea of not guilty, or if the defendant was convicted after a plea of not guilty, setting aside the guilty verdict. Provides that the vacation is achieved by dismissing the information or indictment and vacating the judgment and sentence.
