Strike everything after the enacting clause and insert the following:

"NEW SECTION. Sec. A new section is added to chapter 35.21 RCW to read as follows:

Except for occupant limits applicable to group living arrangements authorized or regulated under state law or on short-term rentals as defined in RCW 64.37.010 and any limits on the total number of occupants in a dwelling unit as calculated by the city in accordance with the applicable local ordinances or building code, a city may not limit the number of unrelated persons that may occupy a household or dwelling unit.

NEW SECTION. Sec. A new section is added to chapter 35A.21 RCW to read as follows:

Except for occupant limits applicable to group living arrangements authorized or regulated under state law or on short-term rentals as defined in RCW 64.37.010 and any limits on the total number of occupants in a dwelling unit as calculated by the code city in accordance with the applicable local ordinances or building code, a code city may not limit the number of unrelated persons that may occupy a household or dwelling unit.

NEW SECTION. Sec. A new section is added to chapter 36.01 RCW to read as follows:

Except for occupant limits applicable to group living arrangements authorized or regulated under state law or on short-term rentals as defined in RCW 64.37.010 and any limits on the total number of occupants in a dwelling unit as calculated by the county in accordance with the applicable county ordinances or building code, a county may not limit the number of unrelated persons that may occupy a household or dwelling unit."

Correct the title.
