On page 2, after line 2, insert the following:

"(3) Any federally recognized Indian tribe, which does not collect tax on the gasoline sold by the tribe, is not authorized to conduct or operate sports wagering. The tribe's class III gaming compact may not be amended to authorize the tribe to conduct or operate sports wagering."
