"(4) The legislature intends to renew its goal of expanding access to high quality early learning programs and work toward incorporating certain early learning programs into an expanded definition of basic education under Article IX of the state Constitution. The legislature intends for this state investment in high quality early learning programs to improve opportunities for student success in the K-12 basic education program and throughout life."
