"NEW SECTION. Sec. 1. The department of ecology must contact the North Dakota petroleum council and ask it to work with the North Dakota legislature and appropriate North Dakota regulatory agencies to establish a vapor pressure standard of less than nine pounds per square inch for crude oil that is loaded into railroad cars in North Dakota."
