EFFECT: Allows an emergency permit to have a smaller buffer, established by rule using best available technology and best management practices specific to minimizing potential drift. Establishes that the funds provided to the Washington State Commission on Pesticide Registration may be used with any agricultural grower groups presently using chlorpyrifos, rather than only those exempt from the ban.
