Background: Gangs in Schools Task Force. In 2007 the Legislature created the Gangs in Schools Task Force (Task Force) to examine adult and youth gang activities affecting school safety. The Task Force is comprised of representatives, selected by the Superintendent of Public Instruction, who possess expertise relevant to gang activity in schools. The Task Force is required to outline methods for preventing new gangs, eliminating existing gangs, gathering intelligence, and sharing information about gang activities, and must annually report its findings and recommendations to the education committees of the Legislature.

Education Centers. Education centers are private schools certified by the Office of the Superintendent of Public Instruction that teach basic academic skills to eligible students who have dropped out of common school programs. Education centers perform diagnoses of individual educational abilities, determine and set individual goals, prescribe individual courses of instruction, and evaluate each student's progress in their educational program. For each student enrolled in a certified education center, the Superintendent of Public Instruction must pay a fee from funds appropriated for that purpose. The fees, which are set by rule, are paid on a monthly basis and are provided for initial diagnoses and instructional time.

Summary of Bill: The statute establishing the Gangs in Schools Task Force and the statutes pertaining to education centers are repealed.

Effective Date: Ninety days after adjournment of session in which bill is passed.

Staff Summary of Public Testimony: PRO: This is a technical bill that updates some of the language so it aligns with our current practices. Both the task force and the education centers are no longer current practice and have not been in play for a while, so this is a way to repeal them.
