Revises the involuntary treatment act regarding the filing of a petition, by a designated crisis responder, for initial detention or emergency detention of a person with a mental disorder or substance use disorder.

Authorizes the designated crisis responder to perform an interview of the aforementioned person and conduct the interview by video if a licensed health care professional, who can adequately and accurately assist with obtaining any necessary information, is available at the time of the interview.
