Creates a single nonprofit health financing entity called the whole Washington health trust that will simplify health care financing, eliminate administrative waste for providers, promote a health care delivery system that is responsive to the essential health needs of each county, and guarantee all residents may enroll for coverage of a single comprehensive set of essential health benefits.
