Requires the following to submit certain prescription drug cost and utilization data or prescription drug data or other data, as appropriate, for the previous calendar year, to the office of financial management: (1) A health carrier;

(2) A pharmacy benefit manager; and

(3) A pharmacy services administrative organization representing a pharmacy or pharmacy chain in the state.

Requires a manufacturer to submit written notice informing the state health care authority that the manufacturer has filed the following with the federal food and drug administration: (1) A new drug application or biologics license application for a pipeline drug; or

(2) A biologics license application for a biological product or biosimilar drug.

Requires the state health care authority to prepare a list of ten prescription drugs that have a significant impact on state expenditures or are critical to public health.
