SB 5824 - DIGEST

Implements a pilot program to examine the opportunities and challenges association with organizing the department of fish and wildlife's fish hatchery activities to emulate the fish hatchery policies of the state of Alaska with regard to salmon.

Provides that the objective of the pilot program is to evaluate the development of a system of fish hatcheries that will be financially self-supporting over the long term.

Directs that the pilot program must be sited at a new salmon hatchery located in Bellingham.

Makes appropriations from the general fund to the department of fish and wildlife for technical studies, reports, and consultation.

Makes appropriations from the state toxics control account and the state building construction account to the department of fish and wildlife to construct a new salmon hatchery.

Requires the department of fish and wildlife to establish a bounty system to encourage the taking of pinnipeds that interfere with salmon recovery.
