EFFECT: Limits the provision allowing the release of personal information with the consent of the subject or the subject's parent or guardian to the personal information of children in student, patient, welfare, child care, and similar files. Restores current law regarding the release of law enforcement and prosecuting attorneys' records pertaining to juvenile offenses.
