On page 2, line 1, after "(1)" insert ""Appropriate," "imminent," "minimal," "necessary," and "reasonable" must be interpreted according to an objective standard which considers all the facts, circumstances, and information known to the officer at the time to determine whether a similarly situated reasonable officer would have determined the action was appropriate, minimal, necessary, or reasonable, or the threat was imminent.

EFFECT:   

Provides that the terms "appropriate," "imminent," "minimal," "necessary," and "reasonable" must be interpreted according to an objective standard which considers all the facts, circumstances, and information known to the officer at the time to determine whether a similarly situated reasonable officer would have determined the action was appropriate, minimal, necessary, or reasonable, or the threat was imminent.

Modifies the definition of "necessary" as it pertains to the use of deadly force by providing that the term means that, under the totality of the circumstances, a similarly situated reasonable officer would have determined that a reasonably effective alternative did not exist and that the amount of force used was reasonable and proportional to the threat posed (rather than, under the totality of the circumstances, a reasonably effective alternative did not exist and that the amount of force used was reasonable and proportional to the threat posed).
