On page 6, after line 36 of the striking amendment, insert the following:

"NEW SECTION. Sec. 4. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately."

EFFECT: Adds an emergency clause and provides that the act takes effect immediately.
