EFFECT:  Specifies the court may deny a less restrictive alternative placement based on certain factors that the Department of Social and Health Services is required to consider when planning for placements and contracting with housing and treatment providers (rather that prohibiting the court from denying a less restrictive alternative placement based on those factors).
