On page 22, after line 26, insert the following:
"(3) All rule making authorized under this act must be conducted according to the standards for significant legislative rules provided in RCW 34.05.328."
EFFECT: Requires all rule making for the clean fuels program to be conducted according to the standards for significant legislative rules under the Administrative Procedure Act.
