On page 15, beginning on line 7, after "county" strike all material through "2015" on line 9 and insert "((has a population, as estimated by the office of financial management, of twenty thousand or fewer inhabitants at any time between April 1, 2010, and April 1, 2015)):

(I) Meets the definition of "rural county" under RCW 82.14.370 at the time of periodic review;

(II) Is a county that has an unemployment rate at least 20 percent above the state average for the immediately previous three years; or

(III) Is a county that has a median household income that is less than 75 percent of the state median household income for the previous three years"

EFFECT: Allows a county to adopt a resolution removing the county and the cities within the county from the Growth Management Act planning requirements if:

(1) The county qualifies as a "rural county," meaning a population density of less than one hundred persons per square mile or is smaller than two hundred twenty-five square miles;

(2) The county has an unemployment rate at least 20 percent above the state average for the immediately previous three years; or

(3) The county has a median household income that is less than 75 percent of the state median household income for the previous three years.
