EFFECT: Changes the way that funding is distributed for permanent supportive housing, project-based vouchers for nonprofit housing providers and related services, rapid rehousing, and housing acquisition after June 30, 2023, so that 25 percent of the funds are used for performance-based allocations to counties that demonstrate a reduction in unsheltered population over the previous two years.
