On page 1, after line 2, insert the following:
"NEW SECTION. Sec. 1. Any public entity that provides retail telecommunications services under the authority of this act shall comply with all applicable federal, state, and local laws to the same extent as a private entity that provides retail telecommunications services in Washington."
Renumber the remaining sections consecutively and correct any internal references accordingly.

EFFECT: Specifies that any public entity that provides retail telecommunications services under the authority of this act shall comply with all applicable federal, state, and local laws to the same extent as a private entity that provides retail telecommunications services in Washington.
