The appropriations in this section are subject to the following conditions and limitations: $8,374,000 of the general fundstate appropriation for fiscal year 2022, $20,445,000 of the general fundstate appropriation for fiscal year 2023, and $9,606,000 of the general fundfederal appropriation (medicaid) are provided solely for increasing local behavioral health mobile crisis response team capacity and ensuring each region has at least one adult and one children and youth mobile crisis team that is able to respond to calls coming into the 988 crisis hotline."
EFFECT: (1) Reduces the tax on radio access lines, voice over Internet protocol service lines, and switched access lines by seventy percent, to 9 cents per month between October 1, 2021, and December 31, 2022, and 15 cents per month starting January 2, 2023. Provides that expenditures from the proceeds of the tax may only be used to ensure the efficient and effective routing of calls made to the 988 crisis hotline and for crisis call center personnel directly responding to the 988 crisis hotline. Removes requirement that call center staff have at least a bachelors or masters level of education.
(2) Appropriates $28.8 million General FundState and $9.6 million General FundFederal for the purpose of increasing local behavioral health mobile crisis response team capacity and ensuring each region has at least one adult and one children and youth mobile crisis team that is able to respond to calls coming into the 988 crisis hotline.
