On page 3, line 1, after "rule." insert "Prior to adopting any rules, the department must demonstrate by a preponderance of the evidence that any recommendations in the rule will substantially reduce injuries in the workplace."

EFFECT: Requires the department of labor and industries, prior to adopting any rules, to demonstrate by a preponderance of the evidence that any recommendations in the rule will substantially reduce injuries in the workplace.
