Reletter the remaining subsections consecutively and correct any internal references accordingly.
EFFECT: Removes provision that states nothing in the aggravated first degree murder statute—chapter 10.95 RCW—may be interpreted to reduce or eliminate the governor's power to grant a pardon or clemency. Prohibits individuals serving a sentence for aggravated murder or murder in the first degree from petitioning for conditional commutation. Requires utmost scrutiny for all life without possibility of parole (LWOP) inmates, not just sex offenders.
