On page 3, after line 28, insert the following:
"(7) This act shall not take effect unless it can be determined that this act, when combined with all other greenhouse gas emissions policies enacted by the state of Washington, will cause an average annual reduction of global greenhouse gas emissions totaling at least 0.2 percent."
EFFECT: Prohibits the act from taking effect unless it can be determined that the act, combined with all other Washington state greenhouse gas emissions policies, will cause an average annual reduction of global greenhouse gas emissions totaling at least 0.2 percent.
