On page 5, line 19, after "(ii)" strike "An appropriation" and insert "A loan from the state to be paid back within five years"

EFFECT: Limits the membership of the public financial cooperative to local and tribal governments. Requires a loan with a five year term rather than an appropriation from the state to capitalize the cooperative.
