On page 5, after line 8, insert the following:

"(6) This section does not apply to initial or renewal vehicle registrations for vehicles registered in a rural county as defined in RCW 82.14.370."

EFFECT: Specifies that the per mile funding system will not be operable in rural counties. This will exclude 30 out of 39 counties.
