EFFECT: Accelerates the date from July 1, 2023, to July 1, 2022, that provisions are instituted removing criminal penalties for possession of a personal use amount of a controlled substance, counterfeit substance, or legend drug for persons 21 years of age or older and creating a civil infraction for using controlled substances in public.
