Background:

The operating and capital expenses of state transportation agencies and programs are funded on a biennial basis by an omnibus transportation budget adopted by the Legislature in odd-numbered years.  Supplemental budgets may be adopted during the biennium, making various modifications to agency appropriations.

Summary of Bill (Proposed Substitute):

Additive transportation appropriations are made for the 2021-2023 fiscal biennium.  The appropriations reflect the 2021-2023 portion of the Legislature's intended funding levels specified in LEAP Transportation Document 2022-A as developed February 8, 2022, representing a commitment to provide Climate Commitment Act-related appropriations to the agencies, programs, and activities at the amounts identified through fiscal year 2038.
