PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Chapter 388-147 WAC, Licensing requirements for teen parent programs.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 74.15.030.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Current licensing requirements do not cover a growing number of teen parent programs for pregnant or new teen parents. Creating standards for these programs will assist in ensuring minor youth receive appropriate care and supervision.

Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Department of Health and state Fire Marshall's Office; representatives from these agencies will be involved in the rule-making process for these programs.

Process for Developing New Rule: Community meetings with stakeholders will be conducted. Anyone interested in participating should contact the staff person listed below. After the rules are drafted, DSHS will file a copy with the Office of the Code Reviser with a notice of proposed rule making. A copy will be sent to everyone currently on the mailing list, all teen parent programs, and anyone requesting a copy.
