The current rules do not reflect changes in the law, technology, and HCA processes. The proposed rules improve clarity and make it easier for requesters to understand HCA procedures regarding access to public records.

Amending these rules is required as a result of the State Supreme Court ruling and settlement agreement in Mader v Health Care Authority. No mandate.
