At present, the public disclosure commission (PDC) has approximately twenty-five rules under development:
1. Topic: Electioneering communications.
Status: On September 19, 2005, the commission filed the preproposal statement with the code reviser giving notice that it is considering changes to Title 390 WAC to implement chapter 445, laws of 2005 (ESSB 5034). A public hearing and possible adoption of approximately twenty new and amended rules may occur on April 27, 2006. If adopted, the new and amended rules will likely go into effect in June of 2006.

2. Topic: Contribution limits.
Status: On September 19, 2005, the commission filed the preproposal statement with the code reviser giving notice that it is considering a possible amendment to the Initiative 134 dollar amounts subject to inflationary adjustment.
A public hearing and possible adoption of an amended rule may occur on February 23, 2006. If adopted, the amended rule will likely go into effect in April of 2006.

3. Topic: Commission meetings.
Status: On September 19, 2005, the commission filed the preproposal statement with the code reviser giving notice that it is considering a possible rule amendment to change the regular meetings of the public disclosure commission. The possible amendment would change the PDC regular meetings from the fourth Tuesday to the fourth Thursday of each month to accommodate commissioner scheduling conflicts. A public hearing and possible adoption of an amended rule may occur on February 23, 2006. If adopted, the amended rule will likely go into effect in April of 2006.

4. Topic: Production of documents and use at hearing (adjudicative proceeding).
Status: On September 19, 2005, the commission filed the preproposal statement with the code reviser giving notice that it is considering changes to WAC 390-37-136. The commission is considering a possible rule amendment to incorporate modifications for the submission of hearing materials to include timing, electronic format, spacing, page limits, etc. A public hearing and possible adoption of an amended rule may occur on February 23, 2006. If adopted, the amended rule will likely go into effect in April of 2006.

5. Topic: Candidate registration forms.
Status: On November 23, 2005, the commission filed the preproposal statement with the code reviser giving notice that it is considering changes to WAC 390-16-012. The commission is considering a possible rule amendment to update PDC form C-1, registration statement for candidates, to reflect legislative changes to RCW 42.17.080 under HB 1130. A public hearing and possible adoption of an amended rule may occur on March 23, 2006. If adopted, the amended rule will likely go into effect in May of 2006.

6. Topic: Political committee registration forms.
Status: On November 23, 2005, the commission filed the preproposal statement with the code reviser giving notice that it is considering changes to WAC 390-16-011. The commission is considering a possible rule amendment to update PDC form C-1pc, registration statement for political committees, to reflect legislative changes to RCW 42.17.080 under HB 1130. A public hearing and possible adoption of an amended rule may occur on March 23, 2006. If adopted, the amended rule will likely go into effect in May of 2006.
