     Following is the liquor control board's semiannual rule-making agenda for publication in the Washington state register pursuant to RCW 34.05.314.

     There may be additional rule-making activity not on the agenda as conditions warrant.

314-12-140 Prohibited practices, 314-05-020 What is a special occasion license? Creates exceptions to the tied-house law for winery licensees sitting on board of nonprofit organizations holding a retail liquor license. WSR 06-09-105, filed 4/19/06. Expect to file CR-102 in November 2006.
314-20-015 Licensed brewers -- Retail sales of beer on brewery premises -- Spirit, beer and wine restaurant operation. Allows a domestic brewery or microbrewery holding a spirits, beer, and wine restaurant license to sell kegs "to go" of its own production and to sell its beer in small containers from the tap in the restaurant "to go." WSR 06-09-104, filed 4/19/06. Expect to file CR-102 in September 2006.
314-24-040 Wine labels, chapter 314-19 WAC on beer and wine reporting and tax payments. Allows the direct shipment of wine to consumers by in-state and other United States wineries. 314-07-010 Definition (public institution), 314-07-020 Liquor license qualifications and application process, 314-07-055 Temporary retail license. Modifies the processing of liquor licenses. WSR 06-09-102, filed 4/19/06. Expect to file CR-102 in September 2006.
314-01-050 Definitions, 314-11-025 What are the forms of acceptable identification. Clarifies process allowing use of tribal enrollment cards as official identification to prove age when purchasing alcohol or tobacco and clarifies use of an expiration date on official documents. Expect to file CR-101 in September 2006.
314-42 General cleanup of rules that outline what happens in an administrative hearing and other rules that implement the Administrative Procedure Act. WSR 04-08-109, filed 4/6/04. Expect to file CR-102 in October 2006.
